West Needs to Engage with Ordinary Russians

In an article in The Financial Times, Moscow correspondent Neil Buckley says that while the West should be robust in criticising skewed elections in Russia, it should also intensify efforts to engage with Russians at all levels in order to encourage the shifts going on in society.
